Jeff Flowers

Chief Executive Officer

Jeff Flowers returned to FINCA Impact Finance (FIF) as its CEO on January 1, 2024. Jeff leads FINCA Impact Finance’s work to provide responsible financial solutions and education that empower people worldwide to leverage their wisdom, talent and effort to determine their own destiny. He has more than 25 years of experience in rural finance, international development, and Micro, Small, and Medium Enterprise (MSME) banking.

From 2008 to 2019, Jeff served as Vice-President and Regional Director for FIF’s subsidiaries in Eurasia, overseeing more than $600 million in assets, 450,000 customers, and 4,000 employees.  He was a member of the global management team responsible for strategy and management of $1 billion in assets. He chaired the board of directors for FINCA subsidiaries in Armenia, Azerbaijan, Georgia, Kosovo, Kyrgyzstan, Russia, Tajikistan, and Jordan. From 2001 to 2008, Jeff was Chief Executive Officer of FINCA Azerbaijan, growing this institution into a market-leading microfinance institution serving more than 100,000 credit customers.   

Before rejoining FINCA, Jeff served as Director for Agriculture and Economic Growth at ADRA International, a global non-profit implementing sustainable development programs including access-to-finance and market systems development.  He has also worked as an independent consultant, completing a range of capacity building, systems design, and program development assignments for UN agencies, impact investment groups, NGOs and commercial firms in Eurasia, Africa, and the Middle East.   

Jeff holds an MSc in International Relations from the London School of Economics and Political Science.  He is a graduate of the American Bankers Association Stonier School of Banking. He holds a dual Bachelor of Arts in History and Business Administration from Andrews University.
